I believe that might be happened before! It is not unusual for HK government to hush things up! The cases of illegal workers are all over HK, government project is no exception. Discrimination of non-Chinese  exists, of course the perpetrators had to cover up, the media woouldn't know a thing. As the airport is huge, insufficient light is a great possibility for causing big accidents.

Cars with head lights on at night, killing people if the vision isn't clear isn't unheard of! Take me for example, I almost kill a deer at night in my residental area, with my strong head lights on my car. The deer suddenly appeared from nowhere, I couldn't control my brakes. Same thing might be happening in these accidents.
